Center City Philadelphia is seeing a redevelopment boom.  But instead of fancy condos, investors are churning out rental properties.  The occupants are millennials, empty nesters and young families flocking back to a vibrant downtown.  Since 2000, the population of Center City has surged by nearly 25 percent.  Demand for office rentals is less strong, but one business pitching its tent in Philadelphia is Century 21.  The discount retailer will take over the old Strawbridges & Clothier department store on Market Street.  We discuss plans to turn Gallery Mall into a shopping destination with Deputy Mayor for Economic Development, ALAN GREENBERGER.  And we talk about the rental boom and redevelopment with economist KEVIN GILLEN from the University of Pennsylvania’s Fels Institute of Government, and reporter JARED BREY from the news website PlanPhilly.
