There's tension between City Council and Philadelphia's Redevelopment Authority, the Inquirer's Jennifer Lin reports. Under Mayor Nutter, RDA has moved on deals with renovators without alerting Council, which was given the right of first approval by a 1945 statute. This month, Council pushed back to that old protocol during two hearings while frustrated developers wait.
