Heat wave | RCO hearings ahead | Council passed $3.6 billion budget | AVI slowed | Silverliner II and IIIs ride into sunset

Councilwoman Jannie Blackwell wants to hold hearings on the role of Registered Community Organizations this fall, reports PlanPhilly’s Jared Brey. The hearings will investigate the impact RCOs could have on community input in the zoning process. The resolution Blackwell introduced in Council on Thursday questions the need to register basic information about RCO groups and implies that the RCO structure will privilege the input of some groups over other community members.

With no time to spare, City Council passed a $3.6 billion budget Thursday that left much of the Mayor’s capital and operating items intact, reports the Inquirer. The budget comes with a 3.6% property-tax hike and $40 million for the schools.

For now AVI will have to wait, and WHYY’s Dave Davies explains one reason why AVI wasn’t ready for prime time: manpower.

Today last of the Silverliner IIs will make its final commuter run, and the Inquirer’s Paul Nussbaum looks back at the 50-year old cars, built by Philly’s Budd Co., that modernized suburban commutes. The last Silverliner III will also make its final trip Friday. The trains will be scrapped.
