The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region. 

SEPTA is seeking a Senior Cost & Schedule Analyst to be located in our Center City, Philadelphia Headquarters. The ideal candidate will have a Bachelor's Degree and a minimum of five (5) years related capital budgeting/forecasting, cost control and/or project scheduling/construction management experience. 

Salary Range*: Minimum - $65,650 - $82,000

OVERALL RESPONSIBILITY:

To provide cost control, scheduling, and claims support for SEPTA's capital projects. Duties include budget preparation, project cost control and monitoring, cost reporting, variance analysis, CPM schedule development, force account review and analysis, claims analysis, and change order tracking. To supervise Cost and Schedule Analyst(s) and assist Manager, Project Cost Control, and Manager, Project Scheduling and Claims in training SEPTA staff.


SPECIFIC RESPONSIBILITIES:

Cost Control: 
1.Maintains project cost control by monitoring and tracking Project Budgets. Recommends and prepares budget revisions as required.

2.Responsible for supporting and assisting management and technical personnel in the preparation of annual LIFE - CYCLE capital budget and capital spending forecasts. 

3.Responsible for the preparation and processing of on-line transactions and file maintenance to input and/or revise the Capital Program Management System (CPMS) database.

4.Reviews and maintains, in an orderly manner, capital project and financial reports including the correction of erroneous entries.

5.Responsible for maintaining consultant and contractual invoice control, including log and invoice review for accuracy; coordinate necessary approvals, maintains record of expenditures by contract, and monitor entry of data into financial system.

6.Coordinates the preparation of inputs for a full range of management reports including funding status report, manpower plan, budget performance reports and capital program status reports.

7.Prepares and/or coordinates the preparation of budget revisions and force account cost estimates for funding agency concurrence. Monitors and maintains a file of funding agency concurrence. Be knowledgeable of funding agency guidelines regarding financial and project administration and keep abreast of policy and regulation changes.

8.Responsible for preparation of reports and statistics to comply with Federal Transit Administration (FTA). 

9.Serves as a liaison between Engineering, Finance and Business Services personnel with respect to financial matters. 

10.Develops and implements techniques for anticipating budgetary problems to improve cost control and eliminate such conditions.

11.Maintains project files to ensure file integrity of pertinent project information and financial documents. 

12.Responsible for coordinating the processing of change orders and purchase requisitions including the assembly of supporting documentation, preparation of file maintenance and monitoring and tracking of approval process.

13.Assumes and performs the responsibilities and duties of the Manager, Project Cost Control or Manager, Project Scheduling and Claims, as required.

14.Supervises and directs the activities of Cost and Schedule Analysts and co-ops as required.

15.Preparation and analysis of special project and management center financial reports as required.

16.Supports Project Managers in defining procedures for assignment of costs to third party CPM schedule activities.

17.Coordinates input of third party schedule data with input and linkage of value line data with Project Control staff for initiating progress payment cycle for capital projects.

18.Coordinates receipt of monthly schedule updates with processing of progress payment documents.

19.Perform other duties as assigned.

Scheduling:
1.Interfaces with SEPTA project management staff, contractors, consultants, and federal, state, and local agencies to meet all Capital Program planning and scheduling requirements.

2.Provides technical support to project management staff for schedule reviews, update analysis and project management procedures.

3.Supports management staff in planning and scheduling for major capital programs including development of Master Schedules.

4.Reviews and recommends acceptance or rejection of CPM Baseline submittals for all SEPTA capital projects.

5.Reviews and recommends acceptance or rejection of CPM schedule submittals for all SEPTA capital projects.

6.Reviews consultant program plans for design, bidding, and construction phases of major capital programs.

7.Participates in project pre-bid, pre-construction, planning and progress meetings with respect to the definition of scheduling requirements for construction projects.

8.Reviews Capital Project Summary Reports for consistency with contractor updates.

9.Prepares periodic project listing for active and upcoming capital construction projects.

10.Provides contractual scheduling specification interpretations and revises documents, when necessary.

11.Maintains scheduling and graphics software systems, including maintenance agreements, enhancement installation and testing, and definition of additional software requirements, when needed.

12.Documents and reports scheduling and graphics software defects to vendor/consultant and follow up corrections.

13.Defines scheduling computer report requirements, as needed.

14.Instructs Project Control staff on use of scheduling software.

15.Assists Manager, Project Cost Control and Manager, Project Scheduling and Claims, in development of policies and procedures for SEPTA's requirements.

16.Performs other duties as assigned. 

Claims:
1.Reviews time impact analyses, research project records, and make recommendations to project management staff for extensions to contract time for delays, change order work and other third party claims. 

2.Prepares time impact and what - if analyses for presentation to project management staff using in-house scheduling and graphics software systems, as needed.

3.Provides claims avoidance support to minimize the cost of third party claims. 

4.Provides support during claims negotiations with contractors and consultants.

5.Supports project management and legal staffs in the preparation of litigation materials for the defense and prosecution of construction claims.

6.Testify as an expert witness, when necessary.

7.Coordinates input change order activities to SEPTA's Capital Program Management System with Project Control staff for payment of change orders to contractors. 

8.Maintains claims filing system.


QUALIFICATIONS & EXPERIENCE: 

�Bachelor's Degree with five (5) years related capital budgeting/forecasting, cost control and/or project scheduling/construction management experience required.

�Working knowledge of project scheduling software and spreadsheet database application preferred. 

�Excellent analytical, verbal and written communication skills required.

�Proficiency in Microsoft Office required.
