Amid critics and supporters, Las Vegas casino mogul sells his plan to reinvigorate Foxwoods project to Pennsylvania Gaming Control Board. PGCB keeps fines in place and extends Foxwoods deadline for submitting design and financial plans to March 31.

Council's committee on the rules unanimously passes along amendment that would eliminate height restrictions along seven blocks of the Central Delaware. Casino properties in the CED may be exempted.
