Carroll Park's boundaries are Lansdowne Avenue to the north, West Girard Avenue to the south, North 63rd Street to the west, and North 52nd Street to the east. Carroll Park began as a privately owned park by Eugene Carroll in the 1920s. In the 1960s and 1970s, after the city of Philadelphia took control of the park, it became plagued by crime. After the park was renovated 1990's, Carroll Park Neighbors was established to help maintain the park and provide neighborhood programs.
