The proposed Riverwalk Casino site is an 11.5-acre vacant plot of land just north of Festival Pier at Penn’s Landing and south of the newly constructed Waterfront Square condominiums. The site was home to the East Central Incinerator, which sat vacant for many years. After environmental remediation of the site was completed, the incinerator building was demolished in 2002. The site was named a Keystone Opportunity Zone by the state, which means property owners are relieved of most if not all state and local tax burden for developing at the location. Though it received the endorsement of Philadelphia Mayor John Street, Riverwalk Casino LP did not receive a license when casino selection occurred on Dec. 20, 2006.
