The Philadelphia Water Department operates and maintains an event detection system (EDS) to statistically evaluate online water quality data generated by the network of analytical sensors located at various locations in the water distribution system. The system currently employed at the PWD is the BlueBox Event Detection System (BlueBox EDS), which is configured and calibrated to monitor several locations in the Online Water Quality Monitoring network. The system continuously monitors incoming water quality data from numerous sensors at multiple locations in the OWQM network and uses site specific statistical models developed through the evaluation of historical trends to identify anomalous data and produce alerts for the EDS users. This project requires expansion of BlueBox EDS statistical models to additional sites in the OWQM network. The prospective EDS experts responding to this proposal must have documented experience with BlueBox EDS implementation, detection of water quality events and statistical evaluation of real-time water quality data. Prospects must be able to create, calibrate and fine-tune the BlueBox EDS statistical models to meet end user requirements and provide continuous client support throughout installation and operation of the EDS system components.
