The Philadelphia Housing Development Corporation (PHDC) has entered into a contract with the Pennsylvania Department of Community and Economic Development (DCED) to provide energy saving building shell and furnace retrofits for low-income eligible households in Philadelphia.
PHDC is seeking responses to this Request for Qualifications (RFQ) from general contractors only interested in providing the needed services. The final number of contractors will be determined through a contract review process performed by PHDC. Contractor track record, proposal quality, and availability of work will be important factors in determining the amount of contract dollars awarded to selected contractors. Contractor ability to complete work in a timely manner will be a critical factor throughout the contract period.
Requests for Qualifications (RFQ) packages will be available online beginning April 24, 2014, at www.phdchousing.org/rfps.htm.
